[ruby-overhang] Fix ruby-overhang-spaces-011-ref.html WPT#59938

Previously, the reference file had crash in debug build, and there was a failure in release build. Because The width of the tab character didn't consider the previous inline text 'a'. To resolve this, this CL fixes the reference file by moving 'a' into the ruby base.
